DPI is a note stored inside the image file telling a printer how large to print each pixel. On a screen it has no effect at all — a 1000 pixel wide image is 1000 pixels wide whether it says 72 DPI or 300.

So changing the DPI without resampling does not alter the picture in any way. It changes only the size it will print at. The same 1200 pixel image prints 4 inches wide at 300 DPI and 16 inches wide at 75 DPI.

That is what people usually need when a print shop or a submission portal says "the image must be 300 DPI". Tick "also change the pixels" only if you want the picture genuinely resampled to a new pixel size as well, which does change the image.

Questions

Does changing the DPI improve quality?

No. It changes the printed size, not the detail. A blurry photo stays blurry at 300 DPI; it just prints smaller.

A portal says my image must be 300 DPI.

Set 300 here and leave the resample box unticked. The pixels are untouched and the file now declares 300 DPI.

What is the difference between DPI and PPI?

In everyday use, none — both describe dots or pixels per inch. Printers tend to say DPI, screens PPI.

Is this tool free?

Yes. Every tool here is free, and you do not need an account, an email address or a phone number.

Is my file uploaded to your server?

No. This tool runs inside your own browser, so the file never leaves your phone or computer. Once the page has loaded you can even switch off your internet connection and the tool will still work.

Which files can I use?

This tool accepts JPG and PNG. The largest file it will take is 25 MB.
