A4 is 21 x 29.7 cm. At 300 DPI that is 2480 x 3508 pixels; at 600 DPI it is 4960 x 7016.

Choose the orientation and the print quality and the image is set to exactly the right pixel size for a full A4 sheet. "Fit the whole picture on the page" keeps everything and pads the edges, which is right for a document. "Fill the page" crops the edges instead, which suits a photograph meant to run to the edge of the paper.

If you are preparing something to print at the shop, a PDF is usually easier to hand over than an image — use the Image to PDF tool, which lays the picture on an A4 page for you with a margin.
