100 KB is a comfortable limit. Most photographs reach it with no visible loss at all, because the compressor only has to remove detail the eye does not notice.
The tool measures the real file at each quality setting rather than estimating, so the number it reports is the number you get. It searches for the highest quality that still fits under your limit, instead of simply dropping to a low quality and stopping there.
If you are uploading a scanned document rather than a photograph, consider converting it to black and white first. Text scans compress dramatically better in two colours, and they are easier to read afterwards as well.

Does compressing to 100 KB change the photo size on screen?
Not unless it has to. The tool lowers the quality first and only reduces the dimensions if quality alone cannot reach the target, and only when you leave that option ticked.
