Scaling by percentage is the quickest way to make an image a sensible amount smaller when you have no particular target in mind.

50 percent halves both the width and the height, which leaves a quarter of the pixels and roughly a quarter of the file size. 25 percent leaves a sixteenth. The reduction in file size is always steeper than the percentage suggests, because both dimensions shrink at once.

Going above 100 percent enlarges the image, which will make it look soft — enlarging cannot recover detail that was never there.

Questions

Why did 50 percent make the file much smaller than half?

Because both sides shrink. Half the width and half the height is a quarter of the pixels, so the file falls by far more than half.

Is enlarging worth doing?

Rarely. The picture gets bigger but no sharper. If you need a larger image, go back to the original photograph if you still have it.
