200 KB is roughly the point where compression stops being visible at all for an ordinary photograph. Forms that accept 200 KB are generally expecting a document scan or a larger photo rather than a small headshot.

Because the budget is generous, the tool usually reaches the target on quality alone and leaves the dimensions untouched, so the image stays exactly as large on screen as it was.

If your file is a scan of a certificate or mark sheet, check the result afterwards at full size and make sure the smallest printed text is still readable. That is the only thing worth checking: if the text is clear, the compression has done no harm.

My file is already under 200 KB. Should I still use this?

There is no need. If the file already fits, running it through a compressor only loses quality for nothing.

The result came out larger than the original.

That can happen if the original was already compressed harder than the setting you chose. Use the original file in that case — the result panel shows both sizes so you can see which is smaller.
