JPG is a lossy format: it saves space by throwing away detail the eye is poor at noticing, and the quality setting decides how much it throws away.

Around 75 to 85 percent is the sweet spot for photographs. At that level most people cannot tell the result from the original, yet the file is often less than half the size. Below about 50 percent you begin to see blocky patches in smooth areas such as sky, and a soft halo around hard edges and text.

One thing to remember: every time a JPG is saved, a little more detail goes. Compressing an already-compressed JPG repeatedly will visibly degrade it. Work from the original photograph where you can, and compress once.
