The simplest possible resizer: two boxes and a button, with "keep the original shape" switched off by default so you get exactly the numbers you type.
That is useful when a form demands precise dimensions and will reject anything else, even if forcing them stretches the picture a little. If the stretch is obvious and you would rather not have it, tick "keep the original shape" and the image will be fitted inside your numbers instead of forced to them.
For a passport photograph or a signature, where the shape matters, the dedicated tools handle the fit properly and are the better choice.

The dimensions you typed are a different shape from the original. Tick "keep the original shape", or use the Image Cropper first to cut the picture to the right proportions.
When should I force exact dimensions?
When a form validates the size and rejects anything else. Otherwise keeping the shape almost always looks better.

No. This tool runs inside your own browser, so the file never leaves your phone or computer. Once the page has loaded you can even switch off your internet connection and the tool will still work.
