Pixels are what screens and web forms work in, so this is the resizer to reach for when a form states a size like "maximum 1024 x 768".

Fill in one box and leave the other empty, and the missing side is worked out for you so the picture keeps its shape. Fill in both and tick "keep the original shape" and the image is fitted inside the box you typed without being stretched. Untick it and the image is forced to exactly those numbers, which will distort it if the shape does not match.

"Never make the picture bigger" is worth leaving on. Enlarging an image cannot add detail that was not captured; it only spreads the existing pixels over a larger area and makes the result look soft.

Resizing is also the most effective way to reduce a file size. Halving both the width and the height removes about three quarters of the data, usually far more than any amount of quality compression.

Questions

Should I enter both width and height?

Only if you have to. Filling in one and leaving the other empty guarantees the picture keeps its proportions, which is almost always what you want.

Can I make a small picture bigger?

You can untick "never make the picture bigger", but the result will look soft. Enlarging cannot invent detail that the camera never recorded.

Does resizing make the file smaller?

Yes, and it is the most effective way to do it. Halving the width and height cuts the pixel count to a quarter.
